Vote NO on Prop 70 - Greenhouse Gas Reduction Reserve Fund

This measure would add a requirement that two thirds of legislators approve the first appropriation of any money collected from the sale by CARB (California Air Resources Board) of cap-and-trade allowances after 2024. At a time that we need efficient and effective investments in climate change solutions, this requirement could lead to deadlocks, inefficiency, and poor decisions.

Heat records are being broken, glaciers are melting, and the seas are rising. We have reached a point where no matter what we do; we cannot avoid a very different climate future. We must act now to prevent truly catastrophic consequences. But what can we do? The most powerful action is our knowledgeable vote.

Local governments – cities, special districts and counties – are the entities closest to the people. They all have locally-elected governing boards and provide most of the direct services to citizens. In 1910, the Separation of Sources Act gave specific authority to local governments and the state to collect taxes,set rates and obligations. Today, they have very little control over their financial resources.
