The Delta Reform Act of 2009 created the Delta Stewardship Council and required it to adopt a legally enforceable Delta Plan to meet the coequal goals of water supply reliability and ecosystem restoration in the Delta while protecting the unique cultural, recreational, natural resouce, and agricultural values of the Delta.
