The panel will summarize the importance of the Colorado River as a lifeline to the people of the western U.S. They will talk about the negotiations between the seven western states to manage the river and the rules that constrain them. 

As the river shrinks due to overuse and climate change, the states must agree to a deal on how to make painful water cuts or spend years in court fighting as severe water shortages affect people, jobs, agriculture and the environment in the West.
