Lupe is the daughter of immigrant Mexican parents and herself an immigrant who Naturalized to Citizenship in 1998. She received her education from California Polytechnic University, Pomona under the Mechanical Engineering Department. Her profession for the past 25 years has been as an Engineering Project Manager working for various Cities throughout the Inland Empire. Lupe conducted and managed large scale Capital Improvement Infrastructure Projects. She also worked for the U.S. Census Bureau for nearly 3 years through the 2020 Decennial and managed the Community Partnership and Engagement Program for San Bernardino, Riverside and Imperial Counties.

She has also been active with civic engagement within her local community as:

  • Committee Member of the Budget Advisory Committee,
  • General Plan Amendment Committee
  • Chair of the City of Rialto Complete Count Committee.
  • Co-Chair of the Educational, Recruitment and Training (ERT) Sub-Committee for the Inland Empire Complete Count Committee.
  • Deputy City Treasurer
  • Member of the Citizens Bond Oversite Committee for the San Bernardino Community College District
  • Board Treasurer and Voter Services Chair for LWV San Bernardino Area

Lupe was also recognized as Woman of the Year by City of Rialto Council in 2019 and awarded the Jewel Award by the Mayor of Rialto in 2021.

She currently owns her own Project Management firm, LC Engineering and Consulting and contracts her project management services and training to public agencies and non-profit organizations.

She is the mother of two, beautiful children and has been married 30+ years, living in the City of Rialto since 1996.
