LOS ANGELES – Four of the five members of the Los Angeles County Board of Supervisors endorsed the “NO on Prop 39” campaign today, expressing their disapproval of Prop 39 because it would waste hundreds of millions of dollars a year, erect new barriers to voting, and create new avenues to reject valid mail ballots.

Los Angeles County Supervisors are elected by voters in their respective districts, serving 11 million residents across the County of Los Angeles. 

“Prop 39 is another Trump power grab that would make voting harder, less secure, and more expensive for Californians,” said Supervisor Hilda L. Solis, First District. “Los Angeles County voters deserve elections that protect their voice, not add new barriers designed to suppress participation and weaken California’s democracy. We’re calling on voters to reject Prop 39.”

“LA County’s elections are already secure, and Prop 39 does nothing to make them safer,” said Supervisor Holly J. Mitchell, Second District. “Instead, it creates unnecessary hurdles that would lead to more rejected ballots, longer lines at the polls, and confusion for voters who are simply trying to make their voices heard by exercising their right to vote. Vote ‘NO on Prop 39.’”

Under Prop 39, Californians who vote by mail—more than 80% of voters in the state—would have to include a personal ID number on their ballot envelope that must exactly match state records, making them easy targets for identity theft. Those voting in person would be required to show a government-issued ID, adding new hurdles, lengthening wait times, and increasing the risk of citizens being turned away. Meanwhile, name changes, frequent moves, and housing instability create additional ID traps for eligible voters.

“Prop 39 would hit seniors, students, low-income workers, and people who move frequently the hardest,” said Supervisor Lindsey P. Horvath, Third District. “Our democracy works best when every eligible voter can participate. Prop 39 would create new barriers for citizens who already have to overcome them. Vote ‘NO on Prop 39.’”

The independent Legislative Analysts Office estimates that Prop 39 would cost California taxpayers hundreds of millions every year at a time when California is facing budget deficits.

“Voting by mail is trusted, accessible, and widely used by Californians, including the majority of Los Angeles County voters,” said Supervisor Janice Hahn, Fourth District. “Prop 39 attacks that system by putting up new barriers between voters and the ballot box, forcing more people to take additional time off work, slowing ballot counting, and putting valid ballots at risk of rejection. Voters should vote ‘NO on Prop 39.’”
